China's "Hygienic standard for base paper for food packaging" clearly stipulates the hygienic indicators of lead, fluorescent substances, decolorization test, coliform group and other items in the base paper directly contacting with food, and formulates the supporting detection method standard "analysis method for hygienic standard of base paper for food packaging".

食品包裝外層材料不適用于《食品包裝用原紙衛(wèi)生標(biāo)準(zhǔn)》。目前，方便面、奶茶等食品用紙杯、紙碗產(chǎn)品一般為雙層淋膜產(chǎn)品，與食品直接接觸的紙材料部分應(yīng)符合《食品包裝用原紙衛(wèi)生標(biāo)準(zhǔn)》，淋膜材料應(yīng)符合相應(yīng)標(biāo)準(zhǔn)。食品包裝容器的外層材料應(yīng)避免和食品直接接觸，并采取措施防止熒光物質(zhì)遷移到食品中，避免危害人體健康。

The paper materials directly in contact with food should comply with the hygienic standard for base paper for food packaging, and the coating materials should meet the corresponding standards. The outer material of food packaging container should avoid direct contact with food, and measures should be taken to prevent the migration of fluorescent substances into food and avoid harm to human health.

美國(guó)食品藥品監(jiān)督管理局在聯(lián)邦法規(guī)第 21部分第  176章列出了食品接觸用紙和紙板中允許使用的物質(zhì)，未對(duì)熒光增白劑有限止。美國(guó)FDA還經(jīng)食品接觸物質(zhì)通報(bào)程序批準(zhǔn)了一批可用于紙和紙板的物質(zhì)，其中包括熒光增白劑。

The food and Drug Administration of the United States lists the substances permitted in food contact paper and board in Chapter 176 of Part 21 of the code of federal regulations. There is no restriction on fluorescent whitening agents. FDA has also approved a number of substances that can be used in paper and paperboard, including fluorescent whitening agents.

歐盟無針對(duì)食品包裝紙的法規(guī)，普遍遵循德國(guó)聯(lián)邦風(fēng)險(xiǎn)評(píng)估所食品接觸材料法規(guī)第36部分對(duì)食品接觸用紙的規(guī)定。BfR36/2焙烤用紙部分規(guī)定，焙烤用紙不得使用著色劑或熒光增白劑，但在著色劑或熒光增白劑不遷移到食品中的情況下，多層紙和紙板中不和食品直接接觸的外層用紙可以使用以上物質(zhì)。歐洲理事會(huì)指令規(guī)定，僅廚房用毛巾和餐巾紙可以添加熒光增白劑，使用量不得超過0.3%，其他食品接觸用紙產(chǎn)品應(yīng)符合德國(guó)BfR對(duì)食品接觸用紙的規(guī)定。

There is no regulation on food packaging paper in EU, and it is generally in accordance with the provisions on food contact paper in part 36 of the federal risk assessment institute of Germany. It is stipulated in bfr36 / 2 baking paper that colorant or fluorescent whitening agent shall not be used in baking paper. However, the above substances can be used in the outer layer of multilayer paper and paperboard that are not in direct contact with food when the colorant or fluorescent whitening agent does not migrate to food. According to the European Council Directive, only kitchen towel and napkin can be added with fluorescent whitening agent, and the usage amount shall not exceed 0.3%. Other food contact paper products shall meet the requirements of German BFR on food contact paper.

日本、澳大利亞、新西蘭等無具體針對(duì)食品包裝紙的法規(guī)，僅由食品接觸材料通用法規(guī)進(jìn)行管理。

Japan, Australia, New Zealand and other countries do not have specific regulations for food packaging paper, only by the general regulations of food contact materials.
